If you can safely disconnect the battery when towing is completely dependent on how you have your supplemental braking system powered. My suggestion is to simply install the Roadmaster Battery Charge Line Kit for Towed Vehicles, # RM-156-25. This is a very cost effective and easily installed component. while we do not have an installation video created of this product on a Honda Element, we do have a step-by-step installation video on a 2006 Honda CR-V. I have a few solutions for you, depending on how tall your RV is.
We have the MORryde StepAbove RV Steps for 21-3/4" to 22-1/4" Wide Doorways - 3 Steps # MR38RR it has a 9 inch drop and rise, 17-1/2 inch wide steps and they are 8 inches deep. This will work with entry heights that are 34-36 inches from the ground up to the threshold.

I recommend installing some skid wheels like the 4" Wheels # UF48-979014. These will contact the ground on steep driveways rather than the bumper or receiver digging into the concrete or asphalt. They use a 1/4" urethane layer to prevent damaging the driveway/road surface.
